I think it depends on rom u are using. If i don't forgot, only rom stock have video call. All most roms cook are removed video call. The reson why? Rom cook is provided for china, vietnam,ect. They seldom use video call.

okay men
as i explain before. This fuction at the stock dial screen only use for network services so the modder unistall korea dial screen and this video call also gone too. You have to get 3g network to make video call from network and your partner have 3G also to receive this video call, but both of you need resiter with your network to enable this fuction. At Korea, you get phone with contract and network give you some bonus with data services, example you can make 20 minutes video call per month with no price so this video call fuction is usefull cause many people use it. Video call fuction is only a small application of 3 generation mobile network and it was amazing develop while 3G network was born. Nowaday, many services more usefull and easier like Tango or Skype could make a video call too and all you need to make video call is internet connection. There're many solution to make video call and we don't need this button if we aren't live in Korea so many custom rom delete video call button at dial screen. That's all

Ok man. In your position first you should flash back to stock rom, root your phone to get super user, install root browser and link2sd. Use link2sd to remove unuse apps, run root browser, go to system/etc open and edit feature.xml and edit max_user_data_bytes_ex">80</item> to 160 to fix sms message. Now you have stock rom was mod by yourselve to use 3G video call
